SHIBA Program

SHIBA stands for State Health Insurance Benefits Advisors and is a statewide network of trained volunteers who educate, assist and advocate for consumers about their rights and options regarding health insurance issues and health care access so they can make informed decisions.


Since July 2005, KWA has been contracted with the Office of Insurance Commissioner to provide free, unbiased information in Pierce County about health care coverage and access to improve the lives of all WA State residents, as well as to cultivate community commitment through partnership, service and volunteering. 

This is achieved through supporting a counseling network and related outreach program that will assist Medicare and non-Medicare beneficiaries to identify, understand and counsel and/or to enroll in programs and plans when eligible and appropriate, including Medicare Prescription drug coverage, Medicare Prescription Drug Low Income Subsidy (LIS), Medicare Advantage plans, Medicare supplement insurance and other public and private health insurance coverage options available to Medicare and non-Medicare beneficiaries.

KWA helps people with any concerns or questions regarding health insurances in the State of Washington. We offer help with enrollment for Medicare prescription drug coverage (Medicare Part D), free public seminars and workshops.
